They also discussed how changes on the U.S. Supreme Court might impact surveillance and policing rulings. “I’m expecting continued evolution,” Kerr said. “The lower courts are disagreeing on a lot of Fourth Amendment issues involving technology, and that will likely prompt Supreme Court review in the next few years on those issues.”
